NTP - NTPdate won't stop callouts. Linux (solved)

Linux Mint 18.2 - searched Mint forums and on line and searched for every NTP and NTPdate config and other file.
Removed both NTP and NTPdate with no effect on the outgoing signal which hits a Canonical IP. My time is set on the local system as manual and does not use the remote time servers. Consider I have spent hours trying to locate this, backdoors, systemd and anything else I can find which could be making the call. After removal of NTP and NTPdate an in depth search to remove any configuration remaining has been performed and the call out to 91.189.89.199:123 continues. Any thoughts?
