Related tab placement behavior?

Is it just me, or did the new/related tab positioning behavior change with v68?

I don't recall Fx ever really pushing it as a feature, or exposing the pref, but I'm finding that with v68, some related tabs now open at the end of the queue, not next to the tab from which is was spawned.

It's not consistent, nor has my config changed. I don't use any extensions that manipulate tabs or their arrangement.

(Between SeaMonkey, which has an always open to the right setting, & FF Nightly... I always know what to expect in SeaMonkey, but FF, not so sure. Seems to me there have been enough times where tabs don't open where expected. I just chalk that up to changes in Nightly.)
