60.7.1 esr userChrome not working and file icon replacement

A few days ago I finally decided to move to Quantum 60.7.1 esr (32-bit) which turned out to be a bit of a cluster****. I've been at it for days and it is now to the point that it is fairly usable. One cosmetic issue is that userChrome.css does not seem to be working. I had maybe a dozen directories with icons generated by code in this format:

Does this function still exist? And if yes, has it changed syntax? I have restarted the browser at least once since the upgrade.

I have looked at a few of the userChrome.css threads but none of them mention this version or my particular issue and the search function chokes on "60.7.1 esr".

Also is it possible to replace that fugly round file icon with another image in userChrome?

@kerft . . . Good news and a big thank you! This snippet from the "Change bookmarks folders icons" thread works!! In that thread they mourn the loss of the "BookmarkFaviconChanger" and I do too. Next how to assign a favicon to a specific link. Onward . . .
