Disable Tooltips in Firefox Chrome but Not Websites

I already know I can disable tooltips completely (via about:config). But is there any way for me to disable tooltips in Firefox's chrome (e.g. for a toolbar button), but keep tooltips enabled for websites?

Is there any sort of code that will do this?
Browser: Firefox 3.5
Theme: GrApple Tangy
Extensions: Custom Toolbar Buttons, Dock Progress, Fission, Stylish, Tweak Network

well here's some code that hides all tooltips, taken from http://userstyles.org/styles/12605:

Can we just eliminate one phrase or the other to modify it? I'm with vsub.

yes. it's CSS code, do what you want with it.

I didn't do it right, I still have tooltips on the page. Can you provide the exact code?

An example will not do anything toward correcting the code.

Since I don't know where the chrome are defined, try one at a time to see which tooltips are hidden.
