For those servers that don't (or won't) support webDAV, how hard would it be to make a modification to Sunbird that would output the selected view to HTML/CSS, and either save it locally for upload, or FTP upload to a set site? I'd like to share my calendar with associates and family, but my hosting company won't do webDAV.

Or is there already some way to do that (other than PrntScrn :-p)

The developers say it would not be hard, because there is already a conversion to HTML that is used for printing.

Sunbird can already use FTP to upload the ICS file.

HTTP does not actually require WebDAV. It requires HTTP PUT. WebDAV is just a common way to implement HTTP PUT on the server, but there are other ways that your hosting company could use.

And there are other hosting options—for example, iCal Exchange.

Nothin'? Not even a "dump to HTML" feature?
