I'm speaking in general terms here, but in *nix,
delete pretty much always means
DELETE.
That's what backups are for!
Is your friend quite sure that there are no backups? Does s/he have cloud storage, like Dropbox or Amazon Drive, that automatically backs up their data? Or external drives (thumb drives, hard drives, networked computers) where they back up data? What about a previous computer that's still sitting around? Its contents would be outdated, but at least they'd be a start.
