I go to safe mode and no problems

So if you run Thunderbird in Safe Mode the toolbars are there?
Have you disabled hardware acceleration? Press Alt+T to launch the Tools menu, then Options->Advanced->General->make sure that "Use hardware acceleration when available" is NOT checked.
Close and restart Thunderbird in standard mode to see if the toolbars are visible.

In the compose window, do you have a menu bar? If so, use menu path View->Toolbars->Composition Toolbar.
If not, press Alt+V to display the View menu then proceed as above.

Dan already gave you a solution in that case.
