Asked previously and was given this:
/* Hide menu elements */
#appMenu-whatsnew-button {display: none !important;}

and this:
Toggle the 'browser.messaging-system.whatsNewPanel.enabled' pref to 'false'.

and it worked for it quit showing up.
BUT
Although both above suggestions are still in place, it is now back every time I open a new FF session.


It is a nothing burger but what is the point of inflicting nothing burgers anyway?

Set the browser.messaging-system.whatsNewPanel.enabled pref to false, then restart -- works here.

The following css should work...

I checked the ids in the browser toolbox.

"browser.messaging-system.whatsNewPanel.enabled pref" was already set to false.
Will try the userChrome data.

I didn't test the pref after the what's new panel updates with new info.

A comment in the following article says the icon keeps coming back. So there may be a bug.

Try this: this is on Linux and FF75
Blank the providers list for browser.newtabpage.activity-stream.asrouter.providers.whats-new-panel
Checking in about:config, all appears to be enables except in one of my Queen of Hearts moments I blanked the providers url list.
All the settings for the other Whats New were,in the affirmative to function including the icon/button as below
app.update.link.updateAvailableWhatsNew update-available-whats-new
app.update.link.updateManualWhatsNew update-manual-whats-new
browser.messaging-system.whatsNewPanel.enabled true
browser.newtabpage.activity-stream.asrouter.providers.whats-new-panel
devtools.whatsnew.enabled true
devtools.whatsnew.feature-enabled true
services.settings.main.whats-new-panel.last_check 1586455556
