Disable popups when mouse hovers

Is there a way to disable those annoying popups whenever your mouse hovers over certain areas?

In any case, disabling JavaScript generally gets it.
And in that respect, NoScript "Classic" (5.1.9) (which won't be for everyone).
Fire 750, bring back 250.

Oh, & might that depend on "onMouseover" kind of thing (I know nothing of such things) & might you then be able to block it by other means? CSS or something? Or (drew a blank) that "scripting" extension [I knew there was a monkey in there - greasemonkey]?
