Update to 51.0b2 is available via Help > About Thunderbird.

FWIW, yes. A few of the key reasons are:
* Ensure the release build system is working wel "now", so that we are less likely to get suprises on the next build. This is necessary because the release build process is different from the continous build process, and it often gets changes that break things
* Want to give users incremental amounts of fixes, and we want those fixes in the hands of users as long as possible so that we get feedback on those changes. (even two weeks is a substantial amount of time)
* We use beta to test fixes that we want to uplift to 45.* "esr", so that esr gets patches of the highest possible quality.
* The acutal amount of time to the next beta version is often longer then the "scheduled" date, i.e. the two weeks you cite will actually likely be longer.
Merge day today
I haven't heard anything from JoeS either, thus can't tell. As for 52, the beta cycle officially started today with the merge, and judging from history, we should see a couple of betas before the final 52 ESR branch is jumped on. Right now, looks like 45.7.0 is coming up soon (a couple of patches landed today).
Edit: So, he just commented on a bug today, thus is still around.
