I would like confirmation on this. Get into Fx and under about:support make sure it says Launcher Process Enabled. Now exit Fx. Open a program you have that has links in it that will open up Fx to that site. A few programs would be CPU-Z, GPU-Z, CCleaner. Actually it appears any external programs with links will suffice. Now when Fx is opened via the link, check Launcher Process again. Does it now say 'Disabled due to failure?'

Is that Windows only? I'm not finding the string "Launcher" on Ubuntu.

If it isn't Windows only does it need to be enabled? I don't see any likely candidate in about:config.

It might be windows only. It is located on the left side near the beginning of the page.

How do I tell if I have "RC1", "RC2", "RC3", etc?

Well, if you are using BuildID 20190827005903 it updated Tuesday and you are using a RC2.

1529593 - Launcher Process is disabled when I change my memory speed in my computer's UEFI.

At the time I thought it was because I changed BIOS settings. I changed my bug report's title to yours and posted yours as a DUP of mine. Please mark your report as a DUP of mine.
