I recall "Enterprise Policy" being set by one of the anti-virus programs.

I only use Windows Defender. According to some research I did it looks like 'normal' versions of Fx over 63 have these Enterprise Policies. Why I have them and others do not is the mystery. I downloaded an add-on that let's you set policies and it worked fine. I opened up a bug on it (now not sure it's really a bug). I'd like to know why I have the capability and others do not.

fission.autostart = true results in some sites not loading for me. Use at your own risk.

Which sites?

I've seen everything load so far. But some forms don't render correctly.

Oh dear. Not a single pixel. Inspector says there's a webpage but I guess Webrender didn't get the memo.

I also had a few other sites do the same thing although I don't remember what they were. Took me a while to figure out is was turning on Fission that caused the problem.
