Hello, everyone!

I was going to create an HTML 4 (NOT HTML5) page that allows the user to install a persona/lightweight theme.
The only method I've found makes use of HTML5's data- attributes, and is not supported by the HTML 4.01 Transitional doctype.
The only other thing I think I can do is package it into an XPI and configure the buttons to download the file.
Is there some other non-XPI way of installing lightweight themes? If not, how do I package the themes?

Would Using the AMO theme generator, or the Ultimate Theme creator extension, or Firefox Color be any help?

You can also ask your question in the official themes forum.

Mozilla Discourse Themes forum
http://discourse.mozilla.org/c/add-ons/themes/110

A reviewer like jorgev could tell you if your theme would be rejected.

I forgot to mention that it is for legacy Firefox (and browsers like Pale Moon, SeaMonkey, etc.)

Nevermind. Figured everything out for JS installations.
